II. Narrative Section 
16. Project Description: Historically steam locomotive fireboxes and boilers were wrapped in 4" to 6" of asbestos lagging, this to improve machine efficiency. Over the course of decades of exposure to the elements the asbestos has broken down and now weeps to the ground, creating a significant health and life safety hazard.

Project Justification: This project would create localized containment for the removal and safe disposal of friable asbestos found in locomotives in the collection of the Nevada State Railroad Museum in Boulder City. Removal of asbestos allows for cosmetic and mechanical restoration and access by the public.
18. Project Background Information: Locomotives acquired in the past were not screened for asbestos. Over time the breakdown of the lagging has created a health risk to staff, volunteers and the public.
