II. Narrative Section 
16. Project Description: This facility does not have a CCTV/security system. A system is currently scheduled to be installed by the end of SFY18. However, since this is a new system, it is expected that some facility needs will not become known until the system is operational and used for a small amount of time. This request is to conduct a secondary review of the system after it is installed and operational, and make any necessary improvements, to ensure all needs are met per FCA 9950SEC1 which recommends "motion detection, door switches, access control and related items be installed and interfaced with the fire alarm."

Project Justification: At this time, the agency believes the FCA 9950SEC1 needs have been met through the development of the current system, but it is possible that some of the system features will not meet these standards and/or some areas of the facility will not function as planned. It also possible that during the installation, unknown factors may become evident which could limit and/or alter the expected install. If any of these situations arise, it is likely that a followup project will be required to make necessary improvements and/or upgrades to ensure the new system is fully operational as expected.

Ramifications if the Project is not Approved (short essay): It is likely that the current system being designed and installed will have some sort of shortfall which could limit the functionality of the entire system. If a secondary review, with applicable improvements/corrections is not approved, it is possible that the system will remain deficient over time.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): The system helps the facility provide a safe and secure environment as well as meet the Prison Rape Elimination Act (PREA) requirements. By ensuring the system is fully operational at peak performance, it may help prevent life safety threats, reduce security threats and minimize potential legal issues including noncompliance with PREA as well as potential lawsuits from staff or youth. Clear video evidence of events at the facility are a standard defense in many circumstances.
