II. Narrative Section 
16. Project Description: This project completes the ceiling insulation in the Restoration Shop, insulates the roof in the Annex and provides passive lighting to augment standard electrical lighting.   
17. Project Justification: The restoration shop is full-time working shop. The facility was re-roofed in the last 15 years and the membrane is intact. However, the project covered up multiple sky-lights and darkened the work-space. In addition, the skylights were not subsequently re-insulated resulting in large heat loss. The annex has never been completely insulated. The bare steel roof retains cold obtained in the evening. The damp air (from damp exposed earth inside the building) condenses on the steel and rains on the artifacts. This mini climate can be fixed with insulating the underside of the building. Finally, ‘solar tube’ type light collectors are desired to bring passive light back into the facility without the heat gain found in normal sky lights. In addition, the solar collectors are in compliance with Nevada Executive 2016-04 to ensure a sustainable clean energy future. This request has been previously submitted in previous CIPs
18. Project Background Information: The Nevada State Railroad Museum site includes the Jacobsen Interpretive Center, the Annex building (and extension), Restoration Shop, the Wabaska Depot, the Nelson House, a comfort station, a water tower, and the adjoining park.
