II. Narrative Section 
16. Project Description: This project would provide for a complete LED upgrade for both the interior and exterior lighting fixtures. Additionally, provide emergency lighting inverters/battery-backup on each occupied floor to operate the emergency egress lighting fixtures.    
17. Project Justification: The existing lighting fixtures are the older fluorescent type, and are not energy efficient. This project will upgrade fixtures to higher efficiency units with a longer life cycle, 5,000K LED lamps (without ballasts). Occupancy sensors will be installed in low occupancy areas for additional savings. The building has perimeter lighting on the exterior of the building as well parking lot standards; the light fixtures are old, failing and not energy efficient. This project would provide for the replacement of the exterior lighting fixtures with new LED light fixtures. Each occupied floor has numerous battery powered emergency egress light fixtures which should be configured to operate from an inverter/battery backup source.
18. Project Background Information: The building was constructed in 2005 and despite undergoing an upgrade to T8 fluorescent lamps, the fixtures are problematic. The existing electronic ballast cannot reliably operate the newer T8 lamps diminishing our potential for energy savings. The batter-operated emergency lights are also unreliable and are expensive to maintain.
