II. Narrative Section 
16. Project Description: It is recommended that this building be re-roofed with a new single-ply roofing system which will be installed directly over the existing metal roof. New downspouts will also be installed.
17. Project Justification: The roof on this building is in very poor condition. It has is an elastomeric silicone coating and rigid insulation over the original standing seam metal roof panels. The elastomeric coating is splitting and cracking in many areas due to expansion and contraction of the metal roof framing. Adding a new roof will allow the roof to qualify for the statewide roofing program warranty and preventative maintenance agreement. The downspouts are cracked or missing and are in need of replacement.

This allows for water penetration into the building and allows for mold, mildew and fungus to grow on the interior of the building. Overtime this will lead to indoor air quality concerns for occupants of the building.
