II. Narrative Section 
16. Project Description: This request is for planning/design funds for infrastructure improvements to replace existing UNLV Campus water lines, many of which are 30-50 years old, are at the end of their useful life, and are Transite Piping, which has asbestos containing materials. This project would also add building isolation valves for the water supply system as a part of the project.
17. Project Justification: Many UNLV campus water lines are 30-50 years old, are at the end of their useful life, and are Transite Piping, which has asbestos containing materials. These water lines need to be replaced to limit failures of the campus water supply system. Building isolation valves will improve maintenance and service capabilities for the campus water system and is a complementary work component. Planning for this project needs to be undertaken to determine the specific scope of work, project cost and extent of the project.
18. Project Background Information: This project was submitted for planning, design and construction in the 2015-2017 CIP as UNLV’s #3 priority for the NSHE 2% Replacement Value Project Category for $6m, and was not approved.

Ramifications if the Project is not Approved (short essay): If this project is not approved, UNLV will not be able to undertake project planning and determine the extent of construction/project funds needed to be secured to complete this project, and will experience degraded service and likely failure of the existing campus water supply infrastructure over time. Addressing the water system on a case-by-case failure basis is both costly, and has a high negative impact to campus operations and service to our faculty, students, staff and community members.
