II. Narrative Section 
16. Project Description: The purpose of this project is to replace the existing structure with an updated facility. The current structure shows signs of failure due to age and exposure.
17. Project Justification: The project is necessary in order to meet the goals of honoring veterans, eligible family members, and gold star parents with dignified burial and final resting places, commemorating service and sacrifice. Currently, there are two main issues with the pavilion. The first issue is the storefront glazing system shows signs of failure due to age, exposure, broken seals around the glazing panels, and water infiltration. The second issue is the structure is exhibiting crumbling bricks. By replacing the current structure, a cost savings can be reached by not investing in costly maintenance repairs on a old structure.   
18. Project Background Information: There has been no previous work done on this project. The storefront glazing system was previously recommended in the Facility Condition Analysis report dated 02/23/2005 and was amended to reflect conditions observed during the most recent survey date of 12/08/2011.

21. Ramifications if the Project is not Approved (short essay): The Northern Nevada Veterans Memorial Cemetery will have to continue to pay for the costly upkeep and maintenance of the structure leaving reduced funding for operations of the cemetery.
