II. Narrative Section 
16. Project Description: Replace worn/damaged single pane windows throughout Buildings 1, 2, 3A, and 6. There are approximately 120 windows in need of replacement and 6 glass double doors that are also included in the estimate.
17. Project Justification: The three major facilities in this project are 40 plus years old, i.e. Buildings 1, 2, & 3. Besides being a major source for energy loss, the windows are not safety rated and pose life safety issues if broken or involved in a fire. Facility Condition Analysis reports have indicated a need for replacement since 2007 and again in 2012. Safety rated glass will benefit both staff and clients as broken windows can result in significant bodily injury and property damage.
18. Project Background Information: Building 1 and 3A had recent rehabilitative work done such as fire protection system installations. The additional rehabilitative work with replacement of windows as requested in this CIP request will help sustain the use of these facilities for many years to come.

21.
