II. Narrative Section 
16. Project Description: Upgrade 8 perimeter (2 building entries & 6 gates) lock sets to a higher institutional grade such as Folger Adams or equivalent. Perimeter fence upgrades throughout to enclose second floor patient rooms not within existing fenced enclosure. Build security bars over 2nd floor dining room windows. Add vertical extensions on the large access gate (near Transverse Drive) to prevent/deter client elopement. Razor wire is not ideal as there are other prudent alternatives that are more aesthetically pleasing that can prevent/deter elopement, intrusion and better fit the facility within the surrounding community / zoning.
17. Project Justification: The perimeter of building is not entirely hardened as there are areas outside of patient rooms on the second floor not within the chain link fence enclosure/structure. This poses a security concern for forensic psychiatric patient (inmate) elopement and possible negative public relations as a result of having a barrier system with known deficiencies. Second floor dining room windows have no additional barrier protection as well. Further, the lock sets on all perimeter gates are not institutional quality such as those found in correctional facilities, e.g. Folger Adams. It is imperative that the perimeter barrier systems receive improvements to be fully hardened.
