II. Narrative Section 
16. Project Description: State owned Transverse Drive is severely worn and is a major entrance to access the recently renovated Building 3 (Stein Hospital), Buildings 4,5, & 6, Desert Regional Center and others. The street also provides street parking for Stein Hospital. The project will provide demolition of existing asphalt and provide new hot applied asphalt pavement and striping. The pole lighting is non-functional and needs repair.
17. Project Justification: The severely worn/damaged street has long been neglected and it is a major entrance/exit for the Southern Nevada Adult Mental Health campus and Desert Regional Center. Per NAC 449 and Board of Health requirements, part of facility site design criteria is to provide access and shall make parking available (AIA Guideline 2006 ed.) to the facility. The recently opened Stein Hospital has significantly impacted the use of street, i.e. greater traffic and use of available parking. Moreover, the existing street pole lights are non-functional and may require a dedicated outdoor lighting service from Nevada Energy to get working again.
18. Project Background Information: The section of Transverse Drive that has the majority of damage is located on Clark County Assessor's map with parcel # 163-02-5; sub # 502, with an address of 6171 West Charleston Blvd.

Ramifications if the Project is not Approved (short essay): If not completed , the street will not provide safe and efficient access to Stein Hospital, Desert Regional Center, and other facilties. Stein Hospital is a 24 hour forensic psychiatric hospital, so lighting is needed for public and employee safety reasons.
