II. Narrative Section 
16. Project Description: This project will renovate various features of building 3, such as new plumbing, restroom remodels, lighting upgrades, HVAC upgrades and equipment replacement. This project will work most efficiently with other FCA recommended project #s 7354-7355-7356-7357 that include window, electrical, ceiling, and flooring replacement.
17. Project Justification: Building 3 was closed down in 2008, the need for additional space for new and existing agency services has become a necessity. Building 3 is still partially open, the lower east wing houses the pharmacy and other related services. Building 3 is the natural choice for renovation based on its condition and proximity to related services, and architectural similarities to building 1 built in the same time period and designed by the same architect. Building 3 is a candidate for historical preservation built in 1925 and should be considered for such protection.

Project Background Information: Building 3 was closed down in 2008, as the result of the consolidated services building (project #C-730A) being built and the demolition of the heat plant that provided heat to the building. The consolidated services building project was shelved due to economic constraints and the need to reopen the building has emerged.
