II. Narrative Section 
16. Project Description: A project to replace the existing identical HVAC rooftop units located on the roofs of buildings 2A, 8A, 8B and 8C.
17. Project Justification: The current multi-zone units on the roofs of these buildings have reached the end of their expected useful lives due to abuse and normal wear and tear. The units are no longer made and support and parts availability is almost non-existent. The compressors use expensive ozone depleting gas (R-22) that is no longer manufactured and will be eventually phased completely out. The multi-zone heater sections are also worn and certain parts are no longer available.
18. Project Background Information: These units on the roofs of the cottages referred to as 2A,8A,8B and 8C are identical multi-zone(8) carrier units that were installed in 1999 and have been abused by staff, contractors and clients.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Buildings 8A, 8B and 8C house adult and juvenile clients 24 hours a day and living conditions in some areas are unsuitable for occupancy at times. These problems will be greatly reduced greatly by replacing these systems with efficient reliable units.
