II. Narrative Section 
16. Project Description: The common shower rooms in Unit 1 (1962) and Unit 2 (1979) were constructed using residential grade materials and are in a state of deterioration because of heavy and constant usage. The moisture generated from the showers caused the extensive damage to the walls and ceilings and many ceramic tiles are broken or missing. The remodel would include commercial/institutional grade materials for longer service life and less maintenance costs. Domestic types of fixtures do not hold up well in a men’s prison. Men tend to be much harder on these fixtures. They are easily damaged and expensive to repair/replace. Broken off porcelain pieces can be used as weapons by the inmates, which now become a potential safety issue for staff and inmates. Stainless steel detention grade units are very durable and would not require replacement. Also in a men’s prison, bathtubs are virtually useless. There have been past incidents where porcelain toilets have shattered and fell off the wall while in use. The toilets and sinks develop stress cracks from the abuse over time. They also have the potential of shattering off the wall thereby creating a dangerous situation that may cause injury. This project was mentioned in the SPWB facility condition analysis report."
17. Project Justification: "Originally WSCC was built as a women’s institution. In 1998, WSCC was converted to a men’s facility and remains that way to date. Most of the facility was designed with female occupation in mind such as porcelain sinks, toilets, tile walls in showers and there are bathtubs in some shower rooms.
