II. Narrative Section 
16. Project Description: The plumbing and domestic water lines in the West Neighborhood Family Service Center has mineral build up and corrosion throughout the system and it should be replaced in order to ensure that the building's HVAC system remains operational.
17. Project Justification: The plumbing and domestic water lines for the building are original to the building, which was built in 1974. In order to ensure that the building's HVAC system remains operational, this project is considered a priority. Without an operational HVAC system, the health and safety of the staff and clients would be impacted. In particular, when serving clients with mental health disorders, it is important to maintain a comfortable environment.
18. Project Background Information: In addition to this project, the chiller for this building is also being requested for replacement. If both projects are approved, it may be a project that should be planned concurrently.

Under emergency repair and replacement conditions, the cost of expediting a fix could prove to be far more expensive than a proactive replacement project.
