II. Narrative Section 
16. Project Description: "The current Administration Building is behind the fence at WSCC. It has limited space and requires all visitors for meetings/conferences to come through the Gatehouse and 6 controlled movement gates/doors to enter the Administration Offices. The Administrative Offices are currently located on the other side of the Control Bubble of Unit 1, which causes a security threat to staff as their is only a few doors separating the Administrative Offices and the Housing Cells in Unit 1. It is also proposed that the Armory and Locksmith shop be moved into the new Administrative Building. Administrative Regulations state that locksmith and armory storage must be outside of the fence. Currently, WSCC has nowhere to perform these functions outside of the fence. Additionally, maintenance has a workshop in the C Wing of Unit 1. The existing maintenance area walls are common with the Administrative Offices. During the use of any power tools or metal work, the noise transmits into the Administrative Offices. This is very disruptive to the Warden, ASO and Administrative staff. "
