II. Narrative Section 
16. Project Description: The Department of Public Safety is requesting a CIP for advanced planning of a department-wide headquarters facility located in Carson City. The goal of the department is to consolidate all division headquarters offices into one campus style setting. The majority of the Carson City department staff would be located at this facility. The department is requesting advanced planning for this upcoming biennium, and funding for construction of the facility in the following biennium.

Project Justification: The Nevada Department of Public Safety consists of several organizational units which occupy space throughout the Carson City area: Director’s Office; General Services Division; Office of Professional Responsibility; Office of Traffic Safety; Office of Criminal Justice Assistance; Division of Emergency Management; Capitol Police; State Fire Marshal; Investigation Division; Division of Parole and Probation; Highway Patrol Division; and Training Division. The Department also provides administrative and fiscal support for the Board of Parole Commissioners and the State Emergency Response Commission. These organization units are presently located in 11 separate locations throughout Carson City. The total space currently occupied by the department in these facilities is approximately 112,350 square feet. The majority of the department staff will be located at the new facility. The exceptions are: the Division of Emergency Management (housed at the Emerg. Operations Center), the Board of Parole Commissioners, the Training Division, and the Parole and Probation Carson City regional office. The scattering of divisions throughout Carson City has created significant logistical difficulties. As a centralized law enforcement agency, the department works closely together, and effective communication requires Division Chiefs and various other staff to be located at headquarters on a daily basis. Because of the nature of the services provided to the public, and the current public safety climate, it has become necessary to have a higher level of security installed in all of the DPS facilities. The DPS Director’s Office and Highway Patrol headquarters co-location with DMV makes it impossible to provide an adequate level of security. Locating all of the DPS Carson City offices within one building would make it feasible to maintain a level of security necessary for all divisions and would eliminate the need to maintain separate security systems in multiple facilities. DMV’s long-term space requirements continue to expand and DPS has already moved some of its divisions out of the 555 Wright Way facility in order to provide DMV additional space. Rental properties in Carson City (Non - B & G Properties) has been steadily increasing. These trends are expected to continue. This may be the best time for consideration.
18. Project Background Information: The Department of Public Safety submitted 2009, 2011, 2013 and 2015 CIP applications for a headquarters facility. However, due to limited funding these requests were not approved. In the time since these requests, DMV’s long-term space needs have remained the same, as well as the increasing costs of non-B&G rentals properties in Carson City. Additionally, the isolation of all of the DPS headquarters offices continues to inhibit the operational effectiveness of the department.

21. Ramifications if the Project is not Approved (short essay): The increasing demands for public safety services only increases the department's need for a consolidated headquarters facility. If this project is not approved, the following issues must be addressed: a plan to solve the lack of available space for both DPS and DMV; ineffective and cumbersome security systems; and the challenge of DPS being a centralized agency, with decentralized office locations. There are potential public safety issues, and the department’s ability to respond in the case of major emergencies may be compromised. Costs for Carson City non-B&G facilities will also continue to increase, affecting continuing budgets.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): NRS 480.160 requires the Department of Public Safety Director’s Office to be located in a state-owned building. The Director’s Office (Fiscal, Budget, HR, Contracts, Director and Deputy Director) and Highway Patrol Headquarters are currently located at 555 Wright Way, sharing space with DMV. DMV has repeatedly expressed a long-term need for the space currently occupied by DPS. Since the Director’s Office is required to be located in a state-owned building, and there are no state-owned buildings in Carson City suitable for the Department needs, a new building/facility is required.

In addition to the areas above, architecture must meet the needs of the following divisions: Director’s Office (Fiscal, Budget, HR, Contracts, Director and Deputy Director): As the executive offices of the department, the interior environment should be consistent with other large departments. Sufficient conference and meeting space will be needed. Because of the law enforcement focus, security is a high priority. The General Services Division has a substantial amount of hard copy records stored in rolling file cabinets, regular file cabinets, and shelving units. This will necessitate either a ground floor location or a reinforced floor if located on upper levels. The Bureau will require a public access point. Although much of the Bureau’s IT infrastructure has moved to the EITS Computer Facility, certain equipment needs to remain with the Records Bureau for ease of vendor access and due to costs of circuitry. This will require a proper data center with raised floors, appropriate environmental controls, backup power sources, and security access. They will also require a training room and intake room for fingerprints. The Office of Professional Responsibility provides internal investigations for the DPS. It will require a location that does not allow easy viewing of individuals entering and exiting the offices. A separate ingress/egress from the building is preferred. A secure records storage area is also needed. This unit will require evidence and weapons vaults, secured central files and dedicated conference room. The Office of Traffic Safety will require significant storage space for public awareness programs, motorcycles and records. The Fire Marshal’s Office/State Emergency Response Commission will require specialized testing areas and substantial storage space and vaults for weapons and evidence. A public service area is required (can be co-located with other DPS public contact areas). The Investigations Division will require several specialized areas including a large secure evidence storage facility, weapons vault, special cases workroom and secure space for the Narcotics Task Force. Additionally, the division will require interview rooms and polygraph rooms. Security for this division is critical. The Parole and Probation Division will primarily require administration space (and significant storage space). The Office of Criminal Justice Assistance will primarily require administration space. The Highway Patrol Division will require administration space and fleet administration. There will be a need for meeting space, file storage and technical equipment storage. Additionally, the NHP Carson City substation will be located in this facility, requiring operational space for the staff stationed here.
