II. Narrative Section 
16. Project Description: The scope of this project is to complete the planning and design for a seismic retrofit and major remodel of the Heroes Memorial Building and the Veteran’s Annex. This proposed project would provide significant upgrades to the structure and the building systems and provide more effective use of the available spaces. This historic building, located on the Capitol Complex, is part of the Attorney General’s office building complex. Construction funding to complete the work would be requested in the 2011 legislative session.
17. Project Justification: A study by Melvyn Green and Associates, funded in the 2007 legislative session as part of Project No. 07-M46, identifies several deficiencies in the current building. These include: inefficient floor plans and circulation; the building is an unreinforced masonry building that does not meet modern life safety criteria for seismic performance; new equipment and devices have resulted in ad hoc floor plan changes with some equipment intruding in aisles and exit pathways; improvements in energy efficiency can be accomplished to reduce operating costs; there is a circulation conflict at the southwest corner of the building with an elevator shared by the Heroes Memorial and the Veteran’s Annex; and the IT staff for the Attorney General’s office is located on the second floor in the Veterans Annex in a space that has inadequate cooling and electrical service. The engineering report recommends a gut and rehabilitation of the Heroes Memorial Building and significant improvements to the Veterans Annex. The estimated construction costs for this project are based on the recommendations in the engineering report.
18. Project Background Information: Designed by Frederic de Longchamps, the Heroes Memorial Building is a two-story plus basement, rectangular building constructed in 1921. The Veteran’s Annex is a two story structure believed to have been added prior to World War II. These buildings have received various minor remodels and mechanical and electrical upgrades over the years. This proposed retrofit and remodel will be very similar to projects previously funded and completed by the State to retrofit and remodel the old State Library, the old Carson City Courthouse building, and the Capitol Annex building. The old Carson City Courthouse (now the Frankie Sue Del Papa Building) is an almost identical building in appearance, age, and floor plan. The proposed scope of this project will be very similar to the seismic retrofit and remodel work done to the old Courthouse building done in the 2001 CIP. This project was previously requested in the 09 CIP as index number 9165. In 07-M46 Ferrari Shields and Melvyn Green Structural Engineering firms were involved. The Heroes Building was constructed in 1920 and is estimated to be 13,922 sf in floor area. Heroes Memorial Annex was constructed in 1951 and is estimated to be 6,819 sf in floor area. The address is 198 South Carson Street, Carson City, Nevada. The Heroes Memorial Building is occupied by the Attorney General's Office and the Annex is occupied by a local Veterans group.
