II. Narrative Section 
16. Project Description: Description- Install LED High Mast Lighting in order to reduce electric kWh consumption at the facilities noted above.
17. Project Justification: The electric kWh savings generated from replacing our existing high mast lighting is very significant and long term. We have installed these systems at SDCC with measured electric kWh savings of 60%. Most systems pay for themselves in 2 to 5 years. Installing these systems will significantly reduce our electric kWh consumption, which in turn will lower our electric bills. These lights are on 12 hours per day, 365 days per year. Not only will there be an energy savings benefit to these lights, but additionally the visibility for our correctional officers is much better than the standard lighting we currently have. In addition our security cameras are able to pick up images much better with LED lights than they can with the existing lighting. This could be the difference in preventing escapes. If we do not install these systems, or delay installing them we will use considerably more electric kWh than is necessary which will end up costing the state more money in higher power bills.
18. Project Background Information: HDSP has 30 each 100 ft. high mass lights with 10 each 1000 watt high pressure sodium (HPS) fixtures that have been in operation since 2000. Some of the lifting mechanisms cables are damaged and about ready to fully break either dropping the fixture ring or tilting the light out of alignment pending cable replacement at approximately $20,000.00 plus per pole. Current lighting is about 60% high energy cost and 70% higher cost to maintain then current LED technology. These fixtures lifting mechanisms have met industrial standards for life expectancy and new lighting technology is reducing cost and down time of fixtures in a power outage is an overwhelming justification for this project.
