II. Narrative Section 
16. Project Description: The scope of this project is to extend the North East existing interior stairway one flight of stairs to the roof for emergency evacuation access.
17. Project Justification: Currently there is no means of roof access other than vertical ladders or a helicopter. It is an extremely high safety issue for several reasons; 1. For maintenance of any type on the roof all materials and tools need to be raised and lowered from the roof with a rope through the cage which surrounds the vertical ladders. 2. There is no way to evacuate an injured worker from the roof without a helicopter. 3. Other staff who may need to evaluate a condition on the roof, who's physical ability may be in doubt and/or may not be able to climb one of the vertical ladders, has no other access to the roof. 4. Outside vendors service equipment on the roof and not all are properly trained or prepared for the challenges involved with ascending and descending a vertical ladder. A clear and present hazard exist, and the potential for an accident is high.
18. Project Background Information: In 2015 this project was proposed as an elevator to the roof. Do to the need to eliminate current hazards, feasibility and practicality suggest that extending the existing stairway to the roof would incur comparatively minimal cost. The facility was built in 2007-2009. Staff have occupied the building since 2011.

Ramifications if the Project is not Approved (short essay): Without reasonably safe roof access all staff, maintenance personnel, outside contractors, and others will continue to subject themselves to unnecessary high risk accessing the roof for any reason. Additionally the roof would remain without a safe, timely, and practical emergency evacuation route. e.g. If a workman broke their wrist on the roof in the summer time, and could not descend a vertical ladder, with temperatures well over 130 degrees on the roof and no shade, that workman may die from the heat long before a helicopter could arrive for evacuation to treat the wrist.
Health, Life Safety, and/or Legal Issues
22. Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Life safety is the whole issue with this project. Access as it exist is clearly hazardous. However, the major point is that even if the roof is accessed safely, there is no way to evacuate injured personnel from the roof. If the stairway was extended for roof access, all personnel, including fire fighters and paramedics would have reasonable access and an evacuation route in cases of an emergency. Additionally it would eliminate most of the existing high risk taken on a regular basis while accessing the roof.
