II. Narrative Section 
1. Project Description: Install new industrial fans in the military shops to destratify the air in the shops during the winter time and provide air movement in the summer at Floyd Edsall Training Center, Fairview, and Yerington. The fans will integrated into the building controls and operate on temperature differential with sensors located at the ceiling space and 48” above finished floor. The fans will operate when the temperature delta is larger than three degrees.
2. Project Justification: This fan will help to regulate temperature inside the FMS and CSMS, saving on heating and cooling cost, and improving comfort for our Soldiers
3. Project Background Information: The NVARNG is involved in state and federal missions and because of these obligations to federal and state entities it requires the NVARNG to comply with Executive Order 13423 requiring federal agencies to reduce energy consumption by 30% and acquire 7.5% power from renewable sources by 2015. We are also following Army Directive 2014-02 Net Zero Installations Policy which requires us to strive to reach net zero buildings within our portfolio.
