II. Narrative Section 
1. Project Description: Remove existing AC paving, curb and gutter at front parking lot and replace with new.
2. Project Justification: Existing POV AC paving and associated concrete curb & gutter that serves POV parking at the front of Fallon Readiness Center is severely delaminated, cracked and has reached complete failure several years ago. A complete replacement of these elements is required for a functional parking lot. Existing POV lot does not drain and is badly spalded with exposed aggregate.
