II. Narrative Section 
1. Project Description: Provide new tempered glazing panels for the Pavilion and recommended work to protect the pavilion, other than the roof, including painting, staining, sealing of the wood structure or other applied finishes, and caulking around windows, flashing, fixtures, and other penetrations to maintain the pavilion in good weather tight condition.
2. Project Justification: 2.The National Cemetery Administration has standards that all state and national cemeteries must adhere to. Standard 1.2 states “All buildings and structures must be well-maintained and acceptable for their functional use”. The current condition of the Pavilion does not meet this standard. The pavilion was established in 1990 and has not had any work done. We use the Pavilion for burial services for our veterans and veterans’ families, Memorial Day service and other special events. The Pavilion is showing signs of failure due to age, weather exposure, broken seals around the glazing panels and water infiltration. The Pavilions base structure, concrete masonry units (CMU), shows extreme signs of water damage, which can lead to safety issues. The storefront/sloped glazing and exterior finishes look under maintained and do not reflect a good image for the state. It was recommended in the FCA that this project be implemented in the next 2 years and be placed on a cyclical schedule.
3. Project Background Information: The Storefront/sloped glazing was previously recommended in the FCA report dated 02/23/2005. It has been amended accordingly to reflect conditions observed during the most recent survey date of 12/08/2011.

5. Ramifications if the Project is not Approved (short essay): With continued postponement of this project, we will not be in compliance with NCA standard 1.2. By not meeting the standards set by the NCA we will be placed low on the priority list for funding, causing the state to look within. The condition of the Pavilion will continue to deteriorate, and with the condition of the CMU’s, it will become a safety issue. The structure will weaken and we will have to replace the Pavilion costing the state more money in the end.
