II. Narrative Section 
1. Project Description: Crack fill, seal asphalt paving, paint striping & curbs.
2. Project Justification: After 14 years of continuous use and exposure to the extreme elements of the Southern Nevada desert, the parking areas outside the building have deteriorated causing large cracks and fissures. The cracks and fissures are expanding causing a potential hazard for residents, staff, and visitors at the home who may walk across damaged areas. Although the Veterans Home has not yet been cited for deficiencies related to the deterioration of the parking lots, CFR 483.70 requires that the facility be designed, constructed, equipped, and maintained to protect the health and safety of residents, personnel, and the public. This project provides for crack filling and sealing of all paved areas around the facility eliminating any potential risk to residents, staff, and public.
3. Project Background Information: The Nevada State Veterans Home is an 85,000 square foot 180 bed long term care facility governed by multiple federal regulations including 42 CFR 483 - Requirements for States and Long Term Care facilities and 38 CFR 51.60 - Standards applicable for payment of per diem. CFR 483.70 and CFR 51.70 require that the facility be designed, constructed, equipped, and maintained to protect the health and safety of residents, personnel, and the public. Although the Veterans Home didn't begin admitting residents until August of 2002, construction of the facility was largely completed in late 1999. 5. If the facility is found to be out of compliance with CFR 483.70 and CFR 51.70, the federal government's recourse includes; monetary fines, sanctions on new admissions, or closure of the facility.
