(Phase 1, which will be funded with $3M in slot tax revenue, will begin in the fall of 2014). Phase 2 will continue connecting existing facilities onto the new line. When completed, the campus will have two separate electrical feeds resulting in increased the capacity, improved reliability and reduced risk of prolonged and expensive power outages.

II. Narrative Section 
1. Project Description: This project is the second phase of replacing the existing antiquated 4kV electrical system. The system is largely located on the south end of campus serving mainly the older facilities. This phase would upgrade the oldest, most unreliable systems on campus. The voltage for the new system would be 25kV, matching the newer systems on campus. All system components would be dead front, providing protection for maintenance personnel from high voltages. There is a 4kV distribution system on the North end of campus, but it was constructed much later and is not a part of this project and would be addressed in phase III.
2. Project Justification: This electrical distribution system is supplied by the NV Energy Evans Street Substation, which is one of the oldest and last 4kV substations in the Reno area. Most have been replaced by 25kV substations that utilize newer, safer, and more reliable equipment designs. The campus distribution system is approximately 65 years old and utilizes both obsolete oil switches and open connection transformers. Parts for these major electrical distribution components are increasing difficult to procure. If a major failure occurred (multiple failures at once) campus buildings could be without power for a significant amount of time. Safety of maintenance personnel is also an important factor as much of this system uses live front components with exposed high voltages.
3. Project Background Information: The 4kV campus electrical distribution system was last upgraded in the 1960s. Since the 1990's as new buildings were constructed or older structures added or replaced, they have been connected to the 25kV system where available. The majority of the South campus buildings remain on the antiquated 4kV system.
