II. Narrative Section 
1. Project Description: This project would provide for the installation of handles, pulls, latches, locks, and other operating devices on accessible doors, that have a shape that is easy to grasp with one hand and does not require tight grasping, tight pinching, or twisting of the wrist to operate. These guidelines have been established by Section 4.13.9 of the Americans with Disabilities Accessible Guidelines (ADAAG). This section states that handles, pulls, latches, locks, and other operating devices on accessible doors shall have a shape that is easy to grasp with one hand and does not require tight grasping, tight pinching, or twisting of the wrist to operate. Lever-operated mechanisms, push-type mechanisms, and u-shaped handles are acceptable designs. It is recommended that proper lever hardware be installed in this building to meet these requirements.
2. Project Justification: These guidelines have been established by Section 4.13.9 of the Americans with Disabilities Accessible Guidelines (ADAAG).Conformance with these guidelines will greatly enhance the health and safety of the people served by Sierra Regional Center, as well as its employees and residents.
3. Project Background Information: A portion of this project was recommended in the Facility Condition Report dated 11/04/1999 and 8/24/2006. It has been amended accordingly to reflect conditions observed during the most recent survey date of 06/21/2012.

This would have a negative impact on the people served by SRC, its residents, and employees.

The purpose of Sierra Regional center is to serve people with developmental disabilities. There fore, a high percentage of the people served would directly benefit from conformance with the guidelines established by the Americans with Disabilities Act (ADA). This project would greatly enhance the health and safety of its clients as well as its employees. This is considered a CIP project as it related to statewide ADA compliance.
