II. Narrative Section 
1. Project Description: This project requests funding for the construction of a new approximatley 40,071 sf Department of Motor Vehicles Office that would replace the current East Sahara DMV facility. The new design will include a vehicle inspection station, an emission control facility, a motorcycle testing course and will include the razing of the existing Buildings and Grounds building which is located in the central area of the site. Additionally, this project will include the demolition of the current East Sahara DMV facility to allow for a parking area for the new facility.
2. Project Justification: There has been a significant increase in customer volumes in the Las Vegas Metro area. Based upon the age, size, life cycle and location of the the existing Sahara DMV building, a new facility to replace and upgrade the services provided at this high volume location is critical.
3. Project Background Information: Since the completed construction in 1976, this facility has undergone numerous remodels and transitions in the attempt to modernize the functionality as well as the building systems. Advances in techology, energy efficiency and methods of service have changed so dramatically in the past 36 years that additional modifications to this structure are no longer feasible or cost effective. CIP 2013-P01 was approved during the 2013 Legislative Session. This CIP provided funding in the current biennium for design through the construction documents phase and is currently in process.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): During the current biennium, the exsiting facility has reached capacity on occasion requiring the Department to have citizens wait in lines outside of the building. Additionally, the current parking areas are not meeting the current customer demand, creating the potential for safety issues for both employees and citizens visiting the faciltiy.

Explain: Upon completion of the new building, all current staff located in the existing Sahara DMV buidling will be relocated to the new building.
