II. Narrative Section 
1. Project Description: This project will replace obsolete, inoperable, and irreparable lighting and surveillance systems, as well as install an intrusion alarm system. The Museum's lighting system is controlled by a computer running on 3" floppy disc technology. The system was obsolete when it was installed and regularly fails. In addition, the system is plagued by several incorrect wiring installations which cannot be repaired without extensive electrical work throughout the building. Technical support for the system is undependable and expensive, with no guarantee that should the system fail completely it could be repaired because of its obsolescence. Like our lighting control, our current video surveillance system was obsolete when it was installed and continues to fail and dwindle into irreparable malfunction. Because the manufacturer, Cisco, dissolved at the time of installation, there is no technical support at any level. Currently, two of the system's four hard drives have failed completely while a third is operating at only 30% capacity. The system has no recording capability and lacks cameras in essential areas. Finally, the Museum has no intrusion alarm system at all; plans for such a system were value-engineered out of construction.
2. Project Justification: The safety and security of patrons, staff, and collections is a primary concern of Museum operations. Our lighting system frequently malfunctions--particularly, it seems, in the Museum's public areas. There have been times when there was no lighting in the public bathrooms and no outside lighting during nighttime events. Our video surveillance of the facility is severely limited and security staff must deal with numerous blind spots because equipment has broken down or is nonexistent where it ought to have been installed. The lack of recording capability in our video surveillance system poses a legal challenge should there need to be verification of an incident. Finally, the safety of the Museum's collections and staff, as well as the integrity of the facility are endangered by the lack of an intrusion alarm system.
3. Project Background Information: The Nevada State Museum, Las Vegas was built in 2008-2009--but construction was not overseen by the state. Further, the economic crash in Nevada prevented the Museum from moving into its new building for two years after it was completed. The Museum opened in October 2011 and over the last two-and-a-half years of operation many infrastructural flaws and problems have been revealed. The obsolete lighting system is among the most significant of these. The deteriorating surveillance system continues to put staff and patrons at risk, while the lack of an intrusion alarm system seriously compromises the Museum's ability to safeguard its staff and collections.

5. Ramifications if the Project is not Approved (short essay): If our obsolete and irreparable lighting system is not replaced and finally fails completely, the Museum would have to close. As our obsolete video surveillance system continues deteriorating and finally fails, the safety of staff, patrons, and collections will be seriously jeopardized. Our lack of an intrusion alarm system continues to put staff and collections at risk.

6. Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): A sudden failure of the Museum's lighting system could easily result in injuries to patrons and staff trying to make their way out of the building with perhaps only emergency lighting to guide them. An inadequate video surveillance system and lack of an intrusion alarm system are both invitations to lawsuits should there be incidents which either system, were it functioning at full capacity or if it existed, might have prevented.
