II. Narrative Section 
1. Project Description: The scope of this project is to provide badly needed overflow parking facilities, driveways/walkways and security lighting for museum visitors. In addition, this project will help provide adequate space for oversized vehicles such as school/tour buses, recreational vehicles to conveniently park. In turn, this project is expected to enhance the museum’s ability to offer safe unobstructed parking facilities during peak periods of visitation and special events. With only 49 spaces currently available, there are numerous times in which the existing parking facilities are insufficient to accommodate the turnover rate. Thus, this creates the need for our visitors to seek out secondary undeveloped parking areas, which has gravel/loose rocks, potholes/ruts and other obstacles that pose potential safety hazards. Therefore, the main purpose of this project is to improve upon our current level of parking by increasing the number of available paved/improved parking spaces for museums visitors and guests.
2. Project Justification: The Nevada State Railroad Museum is in its thirteenth year of operation and has seen tremendous growth in visitation since the original 49-space parking lot was constructed in 2002. As a result, the museum has been dealing the strains of that growth and needs to expand and improve upon its existing parking facilities. In 2002, the NSRM began offering limited excursion train rides in which we accommodated approximately 1700 visitors during the operating season. By 2013 we accommodated nearly 42,000 visitors and our numbers continue to grow has we gain increased exposure. Currently, the museum has three full-time state employees and nearly 80 active volunteers providing weekend train rides (year round), weekly field trips for Clark County school children and special tour groups. The museum also hosts a number of special events throughout the year that bring in thousands of additional visitors (i.e. Train Robbery, Day out with Thomas, Halloween Express and our annual Santa Train). The NSRM hopes to enhance the visitor’s experience by providing safe and sufficient parking space during peak periods of visitation. Our goal is to continue offering the highest quality attraction for families, train enthusiasts, educators, and individuals who are interested in the cultural experience of Southern Nevada.
3. Project Background Information: Currently, the NSRM/BC consists of a Railroad Maintenance Facility, a Railroad Passenger Platform and an open-air Display Pavilion. All facilities are located within the ex-Union Pacific Rail Yards in Boulder City. However, Yucca Street separates the Maintenance Facility from the Railroad Passenger Platform, which is where all of the current services are centered and where the proposed expanded parking facilities would be located. It should be noted that this will be the fourth biennium/attempt in which this project has been submitted for consideration. Both the expanded parking and site lighting projects were identified in the Boulder City Railroad Museum Facility Condition Analysis, dated April 2010 (projects #9951SIT2 and #9951SFT1).

5. Ramifications if the Project is not Approved (short essay): If unapproved, the NSRM/BC would be unable to improve upon its current level of services. Some of the ramifications include: • The museum would continue to inconvenience visitors by not providing safe and adequate parking facilities during periods of high visitation. • The museum would be forced to continue utilizing secondary portions of property that remain unimproved and pose potential hazards. • Other issues would include dust mediation and insufficient drainage issues that result in erosion damage. • The museum would also continue to inconvenience our handicap visitors that might be traveling in oversized recreational vehicles. • Lastly, the museum will have to restrict or limit night time events due to the lack of security/safety lighting within our existing parking facilities.
Health, Life Safety, and/or Legal Issues
6. Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): The current 49-space (6-handicap) parking lot can be very inadequate and routinely fills up during peak periods of high visitation and or during special events. Visitors looking for additional parking space are forced to seek out secondary areas of the property that remain unimproved and pose numerous tripping hazards while walking to and from the railroad passenger facilities. There are numerous elevation issues, rocks, potholes, debris and ruts that pose safety hazards for museum visitors. Also, there is no security/safety lighting within our current parking facilities, which limits our ability to provide a safe environment during night time events. In addition, there is inadequate space for school buses to turn around or park and there are no available paved parking spaces for large profile vehicles, such as RV's. All of this creates issues for handicapped individuals traveling in large profile vehicles wanting to visit the museum.
