II. Narrative Section 
Project Justification (Essay)
Project Description: This project would provide a 2,200 square foot, prefabricated metal building. This building requires power, lighting, heating and cooling.
Project Justification: Existing state vehicles, equipment and materials are deteriorating due to high exposure to sun, intermittent rain and extreme high and low temperatures. Materials and storage are also exposed to potential vandalism and theft due to their being exposed to view from the nearby access road. The existing storage buildings have exceeded their useful life and the site contains no shop area to perform work necessary to maintain the park.
Project Background Information: Vehicles and materials are being repaired and replaced more often than they would if properly protected from the elements. this is due to the conditions identified in the justification above. The existing storage buildings are inadequate and have exceeded their useful life.
