II. Narrative Section 
Project Justification (Essay)
Project Description: This project will replace significant portions of the concrete sidewalks located at the Stewart Facility. The project includes replacing damaged or missing walks at building entrances and exits and areas that have heaved due to tree roots. Areas close to trees should be evaluated prior to replacement to address potential future damage. This project includes removal of the existing concrete and replacement with new Portland cement concrete. Some of the walkways are over the old underground steam tunnels which have failed in some areas.
Project Justification: The exisiting concrete has failed in many areas of the complex. Numerous trip hazards are present throughout the complex. Some of the walkways are over the old underground steam tunnels which have failed in some areas. Due to the failed, raised, and missing concrete walkways, the complex also has numerous accessibility issues.
Project Background Information: Estimate is based on 3500 linear feet of 5-foot wide concrete @ $8.00/l.f.

(Short Essay): Due to the failed, raised, and missing concrete walkways, the complex has numerous trip-and-fall and accessibility issues. Since the site is used for public functions including the Stewart Powwow event, ADA compliance needs to be acchieved.
