II. Narrative Section 
Project Justification (Essay)
Project Description: The scope of work for this project includes rehabilitation or replacement of approximately 1.6 miles x 22' wide access road from Highway 93 to the campground and historical elements of the park. This project also includes corrective grading at the maintenance area and paving to protect and maintain the corrected grading.
Project Justification: The access road at the park is deteriorating and unraveling. This failure will soon equate to pot holes and total failure. This road is the main access road for visitors and staff at the park. The maintenance yard is experiencing flooding during peak rains. This rain drains to the maintenance building and floods the building. Repeated grading and maintenance are damaged during each major storm event.
Project Background Information: The access road paving has gone beyond its expected life. the edges of the road are slowly unraveling due to shoulder erosion. The road itself is showing signs of significant wear and failure.

(Short Essay): If the road is not patched and paved soon, it will require full replacement. Potholes have developed and temporary patching has had to be done already. If the maintenance yard drainage is not corrected and the yard paved, the problem will continue to occur, which could result in damage and possible failure of the building.
Health, Life Safety, and/or Legal Issues
Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Mud enters into the building during major storm events. This results in a slippery floor, which could become a source of slip/fall hazards. The site has a high percentage of bentonite, which is a very slippery material when it gets wet.
