II. Narrative Section 
Project Justification (Essay)
Project Description: Install 5 inches of asphalt concrete paving, on 8 inches of compacted base, for an estimated 0.3 miles of unsurfaced, existing fire access road. Provide crack-filling, slurry seal, and re-striping of an estimated 100,000 SF of existing asphalt concrete parking lot and entrance roadway.
Project Justification: All-weather surfacing of the Fire access road will provide all-year access for firefighting equipment. Effective fire suppression for the museum's collection and facilities is not possible without this project. The historical artifacts in the collection are irreplaceable and those that have been restored represent a subsatatial fiscl investment by the State of Nevada, as do facilities developed to house and maintain them, and the educational media that have been provided. Cyclical maintenance of the existing paving is essential to preserving public access and circulation for the site.
Project Background Information: The 2003 International Fire Code 503.2 addresses requirements for all-weather fire access roads. Final acceptance of the fire access road will rest with the responding fire authority, which should be consulted as to any additional local requirements before design or construction is begun.

(Short Essay): The existing, unsurfaced fire access road is impassible during inclement weather. Without completion of this project, emergency response cannot be assured. Much of the pavement that does exist is in need of cyclical maintenance already. Deferral of slurry sealing will, in time, result in the need for more extensive rehabilitation, or eventually, complete removal and reconstruction of the entrance road and parking facilities.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Standard professional museum practice mandates that collections be afforded physical security. Protection from destruction by fire is of highest priority in this regard.
