II. Narrative Section 
Project Justification (Essay)
Project Description: This project would remove and replace existing PVC roofing systems on Great Basin College's McMullen Hall and Lundberg Hall buildings. These are adjacent buildings. Work would include roof deck repairs; removing and framing over 41 existing skylights obscured by T-bar acoustical ceilings; add tapered insulation to achieve 1/2" per foot roof slope; install new PVC roofing membranes, parapet caps and flashing; and provide walk pads to service 22 roof top heating and air conditioning units (RTU’s) on McMullen hall and 18 RTU’s on Lundberg Hall.
Project Justification: The roofs on these buildings are 15 and 17 years old respectively. Both roof membranes have failed and leak. The fabric on McMullen Hall is porous with extensive fracturing and drumming. The membrane on Lundberg Hall is torn at walk pad to roof membrane weld points. Both roofs have received emergency repairs to limit damage to library collections, classroom equipment and office equipment. New roofs will restore the building envelope, prevent mold growth and ensure productive use for years to come. Additional roof insulation will ensure positive drainage and reduce heating and cooling energy costs.
Project Background Information: McMullen Hall was constructed in 1973 on the Great Basin College campus. This two-story facility is a wood framed structure built in three phases with an EFIS exterior finish system and a PVC membrane roof overlaid the original hot tar and gravel roof system. It contains the campus library, classrooms and office areas. Unusual challenges include extensive roof mounted conduits, natural gas lines, and a ballasted emergency notification system. Other features include an elevator shaft enclosure and elevated framed roof access with attached G.P.S. base station antennas. Lundberg Hall's roof was replaced seventeen years ago; membrane tears are occurring at walk pad to roof membrane weld points. This roof incorporates an extensive walk pad system for service eighteen roof top mechanical units. Lundberg hall is also a wood framed structure that houses northeastern Nevada’s data center. GBC’s media services, computer services and Science departments.

Ramifications if the Project is not Approved
(Short Essay): Roof deck dry-rot will continue to expand and cause structural damage. The building has already sustained extensive damage to interior finishes with increased risk to classroom equipment and library collections. Worst case scenarios include mold growth and increased complaints concerning indoor air quality due to concealed mold growth. Failure to approve the Lundberg Hall roof could result in damage to critical data infrastructure serving NSHE institutions, Elko County School District; various state agencies including Public Safety, DMV, and Rural Health Clinics.
Health, Life Safety, and/or Legal Issues
Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Elimination of water intrusion which is compromising the structural integrity of the roof deck and providing moisture for mold growth, The building is wood framed with drywall partitions which makes perfect habitat for mold growth.
