II. Narrative Section 
Project Justification (Essay)
Project Description: Replace the heat pumps throughout the building and the condenser water loop piping in the building and at the central plant at the Desert Research Institute Southern Nevada Science Center.
Project Justification: The existing heat pump loop piping has deteriorated (internal corrosion) and is subject to failure, which compromises the heating and cooling for the entire facility. The existing heat pumps, which are original to the building, are approximately 22 years old and have reached the end of their useful service life. This project would replace the existing heat pumps with new higher efficiency heat pumps, and replace the existing deteriorated piping. New heat pumps will provide better reliability and will increase the energy efficiency of the overall HVAC system. Sporadic failures have already necessitated individual heat pump replacement. This project will prevent ongoing failures. The heat pump loop piping is developing pin hole leaks along the longitudinal weld seams, and must be replaced.
Project Background Information: The DRI Southern Nevada Science Center was constructed in 1990, and is operating on the original systems installed when the building was constructed. Due to an undiscovered small underground leak, makeup water was introducing oxygen into the loop pipe system. This oxygen accelerated corrosion, causing failure. The underground leak was fixed by a pipe replacement project several years back that consisted of replacing the underground piping, but the remainder of the piping in the central plant and building are original to the building. The heat pumps have reached the end of their service life, and require replacement.

(Short Essay): If the loop piping fails, the building will need to be taken out of service for repair. This will cause closure of the entire 46,578 gsf facility. Since DRI depends on income derived from grant and contract work conducted within the facility, and finding alternative laboratory space to conduct operations is difficult, it is imperative that repairs be carried out before a catastrophic failure occurs.
