II. Narrative Section 
Project Justification (Essay)
Project Description: The buildings have asbestos in the floor tile mastic, the VCT and the siding. The flooring and siding have reached the end of its useful life. It is recommended that the siding, flooring and cove base be removed and replaced with new.
Project Justification: The buildings listed above have asbestos in the floor tile mastic, the VCT, and the siding. The flooring and siding are damaged, lifting and are beyond the useful life of the products. The result is exposure to asbestos fibers to the general public and State employees.
Project Background Information: The Steptoe WMA building has original flooring and siding dated back to the early 1940’s. The Reno Headquarters and Las Vegas buildings have original flooring that are original to the building dating back to the 1960’s.

(Short Essay): Due to the age and condition of the flooring and siding at the above locations this project has become a high priority. Not only is the general public and State employees subject to asbestos fibers, but in most locations and areas it is a serious trip hazard. This leaves the State open to liability from the general public and State employees, and also penalties and fines from OSHA.
Health, Life Safety, and/or Legal Issues
Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Nevada Department of Wildlife employees are subject to cancer causing asbestos. The following are excerpts from Occupational Safety Health Administration (OSHA): 1910.1001(c)(2) Excursion limit. The employer shall ensure that no employee is exposed to an airborne concentration of asbestos in excess of 1.0 fiber per cubic centimeter of air (1 f/cc) as averaged over a sampling period of thirty (30) minutes as determined by the method prescribed in Appendix A to this section, or by an equivalent method. 1910.1001(f)(1)(i) The employer shall institute engineering controls and work practices to reduce and maintain employee exposure to or below the TWA and/or excursion limit prescribed in paragraph (c) of this section, except to the extent that such controls are not feasible. 1910.1001(f)(1)(iii) For the following operations, wherever feasible engineering controls and work practices that can be instituted are not sufficient to reduce the employee exposure to or below the TWA and/or excursion limit prescribed in paragraph (c) of this section, the employer shall use them to reduce employee exposure to or below 0.5 fiber per cubic centimeter of air (as an eight-hour time-weighted average) or 2.5 fibers/cc for 30 minutes (short-term exposure) and shall supplement them by the use of any combination of respiratory protection that complies with the requirements of paragraph (g) of this section, work practices and feasible engineering controls that will reduce employee exposure to or below the TWA and to or below the excursion limit permissible prescribed in paragraph (c) of this section: Coupling cutoff in primary asbestos cement pipe manufacturing; sanding in primary and secondary asbestos cement sheet manufacturing; grinding in primary and secondary friction product manufacturing; carding and spinning in dry textile processes; and grinding and sanding in primary plastics manufacturing.
