II. Narrative Section 
Project Justification (Essay)
Project Description: This project will tear down 3 vacant 6-bed homes that are vacant and beyond repair. It will leave a gravel bed in their place.
Project Justification: Completion of this project will remove a safety/health hazard posed to the staff and residents of the NNAMHS/SRC campus, as well as the surrounding community.
Project Background Information: This is the third time this project has been requested. The 3 homes considered for demolition have been rapidly falling into disrepair in recent years. The remaining redidents moved out in FY2007 due to health and safety concerns. These buildings are considered beyond repair and will continue to pose a hazard as long as they remain standing.

Ramifications if the Project is not Approved
(Short Essay): If this project is not approved, the safety of the staff, residents, and surrounding community of the NNAMHS/SRC campus will continue to be affected. These homes are situated in an area frequented by transient persons and are an attractive shelter to anyone who might attempt to break into them, which increases the safety threat of fire or vandalism. This threat pertains to trespassers as well as neighboring State staff, residents, patients and clients. An additional threat is posed by the possible increase in transient activity to residents and clients receiving services from Northern Nevada Adult Mental Health Services and Sierra Regional Center. This population routinely does not have the ability to defend themselves and could suffer harm as a result of this transient activity. Any of these repercussions could expose the State to legal liability by anyone harmed as a result of not removing the risk.
Health, Life Safety, and/or Legal Issues
Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Buildings 16, 17, and 18 are each 6-bed Intermediate Care Facility/Mental Retardation (ICF/MR) homes. The were built in 1963 and are in such disrepair that spending money to fix them up is inadvisable. These homes are currently vacant. The residents hava all moved to homes within the community. Because these homes are vacant, they pose a hazard to the staff and residents of Northern Nevada Adult Mental Health Services and Sierra Regional Center, as well as the surrounding community. The area around these homes is adjacent to the Truckee River and close to 4th street. This location is frequented by many homeless individuals and individuals using illegal drugs. These homes are attractive to this transient population seeking shelter from the elements as well as a place to engage in illegal activity. They are currently boarded up but have been brtoken into every few monthss They are continually tagged with grafitti. Even with daily checks by staff, keeping people out has been a challenge. Another safety issue with transients breaking in is the risk of fire. Fires started for warmth can become out of hand, endangering the persons starting the fire as well as the staff, residents and clients of Northern Nevada Adult Mental Health Services and Sierra Regional Center. Finally, a risk is posed to the residents, clients, and patients of NNAMHS and SRC by transient persons who could prey upon these people who are less capable of caring for themselves than the general population. Any of these events could possibly expose the State to lawsuits and significant legal liability.
