II. Narrative Section 
Project Justification (Essay)
Project Description: Seismic retrofit of the existing Stewart water tower structure and foundation.
Project Justification: The water tower supplies the necessary water pressure for the domestic water system at the Stewart campus. It would be a potential hazard to people and adjacent structures if the water tower were to collapse during a seismic event. The loss of the tower would also interrupt the domestic and fire water supply at the Stewart campus for an undetermined length of time.
Project Background Information: The water tower structure was built in 1936. The design of this seismic retrofit project has been completed and is ready for bidding. Melvin Green and Associates provided the seismic retrofit study for the State.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Due to seismic risk of the water tower, the operating high water level in the tank was reduced from 24-feet to 10-feet. The operating water level in the tank is currently between 7-feet and 10-feet. The Nevada Division of Environmental Protection has requested verification that this level is acceptable for fire protection of the Stewart campus.
