II. Narrative Section 
Project Justification (Essay)
Project Description: Upgrade DRC residential building 1308 (SPWB 1672) to meet ADA requirements. Renovate interior of building with emphasis on bathrooms, kitchens, laundry rooms, door hardware and thresholds, paths of travel, casework alterations, and appliances. The exterior of the building requires correction in the following areas: sidewalk grade, addition of entryway landings, access to the parking lot and handicapped parking spaces, and accessibility issues related to concrete patios. Includes evaluation of under floor drain pipes (camera) and replacement of pipes as needed.
Project Justification: DRC serves individuals who are developmentally disabled and residential buildings need be in compliance with ADA standards. Compliant buildings provide an environment for individuals to develop skills and achieve maximum independence in preparing to move from this facility out into the community. Helping individuals achieve independence is a primary function of this agency and facility. Non-compliant facilities hinder the ability of people to become independent in their everyday lives. The recent ADA project in DRC building 1306 (SPWB 0371) revealed deteriorated under floor drain pipes which had to be replaced. This building is fifteen (15) years newer than 1306 so it is reasonable to assume the drain pipes in 1302 will be in better shape than those replaced during the 1306 project. ADA Upgrades – Project Index #: 1672ADA1 – Priority Class 1 The building is lacking several ADA requirements. In order to provide ADA compliant access to the building, route-of-travel, signage, restrooms, counters and cabinets, this project would provide finding for purchase and installation of ADA hardware, fixtures, grab bars and any other alterations necessary. IBC-2006, ICC/ANSI A117.1-2003 and Americans with Disabilities Act Accessibility Guidelines (ADAAG) – 2003 were referenced for this project. This project or a portion thereof was previously recommended in the FCA report dated 06/15/1998. It has been amended accordingly to reflect conditions observed during the most recent survey date of 02/07/2008.
Project Background Information: Requested in each biennial budget submission since 2001. JMA Architecture Studio, March 1998 SPWB Facility Condition Analysis reports, June 1998 and March 2008 This building was first occupied in 1992 and is part of DRC’s Intermediate Care Facility / Mental Retardation (ICF/MR) and is home to four (4) individuals.

(Short Essay): Building will continue to be out of compliance with ADA guidelines. DRC serves individuals with developmental disabilities and helps them achieve independence with reasonable accommodation. Each year the residence remains out of ADA compliance is a set-back for the individuals living in this home.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): The work will bring this building into compliance with ADA regulations and other regulatory agency requirements. References used in the SPWB Facility Condition Analysis Report, March 2008 include: IBC-2006, ICC/ANSI A117.1-2003 and Americans with Disabilities Act Accessibility Guidelines (ADAAG) – 2003. Deficiencies have been noted by JMA Architecture Studio and in the SPWB Facility Condition Analysis report, both of which were commissioned by the State of Nevada.

Explain: Based on previously completed ADA upgrades completed on the Intermediate Care Facility (ICF/MR) campus it is best to relocate the individuals living in the building to reduce the impact on their daily lives. These intellectually disabled individuals progress best when their daily routine is not disrupted. The agency has a wing of another building which has been used during past projects and this area may be made available during remodeling work. Cost of move would include outside company to move furniture. Agency staff will pack and move personal belongings.
