II. Narrative Section 
Project Justification (Essay)
Project Description: Pave the access road and parking lot. The new, paved road would branch off of an existing paved road. The area to be paved includes a parking lot for employees and customers, a total of 16,600 sq ft. This paving project would also include 1,500 linear feet of curb and gutters.
Project Justification: This project is needed to alleviate dust hazards and continual degradation of the road surface during seasonal floods.
Project Background Information: This nursery has been in service for over twenty years. For the past four years the grading of this road has been impacted by seasonal flooding and limits access by employees and visitors. The small tractor that is used to regrade this surface has limited success in leveling and securing the road. Paved access and parking areas would also alleviate the dust hazard at this facility.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Currently, a dirt road provides access for employees and customers to the Las Vegas Nursery. The soil composition at this location has a high potential for erosion and water run off during spring floods and have resulted in gullies and washouts each spring. This not only impedes access but also impacts the ability to evenly grade the road surface. This dirt road and parking lot is the source of dust contamination and negatively impacts visitors, employees and equipment.
