II. Narrative Section 
Project Justification (Essay)
Project Description: This project would provide funding for purchase and installation of sixteen 16' 0" high pole lights including 30" diameter raised concrete bases, electrical trenching, conduit, wiring and connections to existing utilities. LED lighting fixtures are recomended for energy savings.
Project Justification: This project was recommended in a SPWB facility report prepared in 2008. The report recommends 16 security light fixtures be installed around the parking areas and roadways and additional luminaries along walkways and architectural features.
Project Background Information: Exterior lighting at night and the area surrounding the museum is very dark.

(Short Essay): Lack of security lighting can lead to accidents for which the state may be found liable. Lack of lighting also may lead to criminal activity relating to parked vehicles, museum visitors and the museum and its contents.
Health, Life Safety, and/or Legal Issues
Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): The Lost City Museum is located in a rural setting south of the town of Overton and set off the highway by a winding roadway. At night, the area surrounding the museum is very dark, being removed from other businesses and from the main highway. Security lighting is important for people walking from the parking areas to the museum to avoid falls as elevations change from roadways to sidewalks and on stairs. Security lighting also increases the safety of property such as parked cars, out buildings and the museum and its contents. Lighting along roadways helps reduce accidents involving vehicles with other vehicles and pedestrians.
