II. Narrative Section 
Project Justification (Essay)
Project Description: Scope of project: Expand the visitor parking lot to by 100 stalls. Re surface the existing parking lot, upgrade ADA and ANSI accessiblity and re-pave PI driveways and access points to the service docks. Provide new sidewalks where needed for ADA.
Project Justification: Purpose for request: To increase the physical size of the visitor parking lot to accommodate the increased amount of staff, and institutional and inmate visitors to SDCC. This number has gone up dramatically with the increase of inmates in the institution. The Program and Prison Industries (PI) area must be repaved as per Health Inspection conducted on April 4, 2007 The Environmental Health Specialist, Nevada Dept of Health and Human Services.
Project Background Information: To comply with NAC 446.475 this needs to be done.

(Short Essay): If not repaired, potholes and failed pavement surfaces could lead to health problems spread by the pests and ravenx that feed on the pools that form after a rain, or cleaning. SDCC will continue to be cited for health violations. With increased vehicles, the existing parking will not handle the voplume.
