Project Justification (Essay) |

Project Description: |
Scope of the project: Install an extensive security system to include computer monitoring and analysis of perimeter, cameras and monitors for visual surveillance, motion sensitivty wiring, and other associated wiring and necessary apparatus.

Project Justification: |
ACA Standard 4-4171 (Ref. 3-4164) requires that all areas adajent to the perimeter should be visible under all conditions, which is clearly not the case at SDCC.
|
Project Background Information: |
The fence line at the SDCC facility is substandard for a prison facility. The fence line is not square. It has numerous turns and corners which creates numerous blind spots, and makes it difficult, and in some situations, impossible to observe from the existing towers. In addition, the razor wire needs to be augmented as a deterrant to potential escapes.

Presently the tower locations relative to the fencing deminish visibility of the perimeter providing opportunities for escape. In addition, the effectiveness of the tower observation is characterized principally by the staff's visual accuity and attentivenss which may diminsh with extended work hours.

Failure to install this system will effectively burden the state with unnecessary labor expenses given the expectation that approximately six correctional employees could be displaced if this system is installed.
