II. Narrative Section 
Project Justification (Essay)
Project Description: Scope of Work: This project covers re-paving, crack sealing, resealing, re-striping, signage, ADA parking places and related accessible route of travel. Construction of four curb ramps from the parking area is necessary to comply with ICC/ANSI A117.1-2003, Section 402 requirements to access the sidewalks to the buildings.
Project Justification: The NNCC inlet road, perimeter road, and parking lot exhibit massive cracks and fissures (upwards of 6” wide) that cause issues for vehicles, foot traffic, and numerous falls by staff each year. The original FY08 and FY10 CIP request was: the existing macadam roads and parking areas serving the site are in poor condition.
Project Background Information: This project was previously recommended in both the FCA report dated 4/22/1999 and the FCA report dated 1/11/2006 (Page 1). Since the project was never funded since 1999, the need has increased to complete replacement.
