Project Justification (Essay)
Project Description: Scope of work: Paving Parking Lot and Perimeter Road and ADA Parking Upgrades
Project Justification: Paving the access road and parking lot will provide a safer area for staff and inmates as well as the public including providing for wheelchair access (ADA compliance). This project has been identified as a Priority Class 1 with the 2009 SPWB Building Analysis Report page 1 and 2.
Project Background Information: WCC's parking lot is primarily rock and dirt. The concrete parking pads are not ADA compliant. During the winter months the access road creates hazardous conditions for clients, the public and staff and poses difficulties for delivery vehicles. Emergency vehicles may have a difficult time accessing the facility in the event of a fire, inmate riot or hostage situation, or in the event of a medical emergency.
