II. Narrative Section 
Project Justification (Essay)
Project Description: Replace 4 pipe underground system and 20 service vaults that access this system. Replace valves, connections, vault walls, floors and lids for a complete installation. The Department has spent $27,733.00 in the past 18 months repairing these pipes.
Project Justification: The existing 4 pipe system is deteriorating from the outside in. The sealed and insulated outside jacket is compromised to the point that ground water and salts in the soil have crodede the pipe and the pipes have rusted to failure at manylocations. Of the 20 Vaults this service this system 16 are beyond repair as the lids of these vaults are rusted metal that poses a fall / safetly hazard to anyone standing on them.
Project Background Information: Duirng the past two years, the failures of this piping system has interrupted the operations of this facility. The pipes were installed in 1993 when the facility was opened and have outlived their useful life.

(Short Essay): If this system is not replaced the new boilers in the Central Plant are at risk of being clogged by foreign matter that will enter the pipe from the ground or other sources and damage or destroy the new boilers and the existing ones. The financial risk to the State in terms of the new boilers alone is over 2 million dollars.
