II. Narrative Section 
Project Justification (Essay)
Project Description: Per the FCA report dated 9/23/10 from State Public Works, this project is considered a Priority Class 2, not yet critical. The HVAC roof top units throughout LCC were installed in 1993 (Phase I) and 1997 (Phase II) respectively. They are not energy efficient and have reached the end of their expected life.
Project Justification: There are approximately 56 units to be replaced. Attached is a quote from United Metal, the manufacturer of the current units on Phase II. (The manufacturer of the units on Phase I is no longer in existance.)
Project Background Information: This project would provide for installation of new HVAC packaged units and cleaning of the existing duct work and grilles. It includes removal and disposal of the existing HVAC units and all required connections to utilities. Total costing is per the State Public Work's FCA. This is the 4th budget request for this project.

(Short Essay): The Air Handlers continue to fail and repairs are costly and parts are hard to obtain. LCC has spent over $10,000 on repairs in the last two years.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Possible health effects of postponing this project are from loss of adequate ventilation in the event of unit failure. Humid, stale air in inmate housing areas may lead to an increase in the spread of communicable respiratory diseases and in turn lead to law suits against the state. .
