Project Justification (Essay)
Project Description: Replace Roofing for Housing Units 1,2,3,4 and all Core Buildings 1- 10
Project Justification: The statewide roofing program has set the useful life of an average roof at 20 years. The roof warranty expires at the end of the same time frame. The temperature fluctuations throughout the year, consistent wind which blows sand and dirt on to the roof membrane, and constant exposure to the sun are contributing factors to wear and deterioration.
Project Background Information: The current roofing system was installed in 1993. It is recommended that this building be re-roofed in the next 2-3 years to be consistent with the roofing program and the end of the warranty period. This project or a portion thereof was previously recommended in the FCA report dated 7/10/2003. It has been amended accordingly to reflect conditions observed during the most recent survey date of 3/17/2010

(Short Essay): Roofs that are not replaced on time per the FCA reports, will be subject to continued deterioration and leaks are a cause of mold inside buildings.

Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): Leaky roofs can contribute to building deterioration and are a source of mold. To protect the Health and Welfare of the occupants this replacment needs to be done.
