II. Narrative Section 
Project Justification (Essay)
Project Description: Currently tanks 2, 3, and 4 are leaking in many locaitons from seams, bolts and joints. This project will repair the tanks as follows: Project Description: This project consists of: 1. Tanks #3 and #4: Sandblast interior of the tanks – Weld interior seams of tanks – Recoat interior of tanks – Tighten and replace as necessary all leaking or corroded structural bolts 2. Tanks #1 and #2: Sandblast interior of tanks – Weld interior seams – Recoat interior of tanks – Tighten and replace as necessary all leaking or corroded structural bolts.
Project Justification: Project Justification: This project is being requested to insure that NDOC is instituting the measures and precautions necessary to provide a safe and dependable water source for the three NDOC facilities in the Indian Springs area. Furthermore, this project will insure the structural integrity of the water tanks, thus also insuring a dependable water source for these facilities.
Project Background Information: Project Background Information: Tank #1 is almost 30 years old and has never been cleaned or resealed or sanitized. Tanks #2, 3 and 4 are 12 years old and have never been cleaned, resealed, both on the inside and the exterior fastening system and sanitized.

Ramifications if the Project is not Approved
(Short Essay): The ramifications are self evident. Should our water become contaminated, emergency steps would have to be taken to sanitize all the tanks since all water eventually circulates through all the tanks. There would certainly be citations issued by NDEP. Additionally, the structural integrity of the tanks is critical in providing dependable water to these facilities. The tanks are linked and if one tank should fail, tanks 2, 3 and 4 which supply water solely to HDSP could not supply water to this facility until such time as the tanks were repaired. At SDCC, should tanks 2, 3 or 4 fail, SDCC and TLVCC could be isolated and water restored to these facilities almost immediately. However, should tank #1 fail, all three facilities would be unable to supply water to inmates and staff.
Health, Life Safety, and/or Legal Issues
Please describe any health, life safety, and/or legal issues that will be resolved by completing this project (Short Essay): The potable water storage tanks providing drinking water, showering water, cooking and all other water needs of HDSP, SDCC and TLVCC have never been cleaned on the inside nor have they ever been re-sealed to prevent leaking which is the result of time and expansion and contraction of the structures. All four tanks are leaking from the seams with the resultant loss of water. They have never been sandblasted, recoated and resealed internally nor have they ever been sanitized, a procedure which should be undertaken every three to six years as recommended by The Bureau of Safe Drinking Water, Nevada Division of Environmental Protection. This is to insure that our tanks and water remain free of any bacteria’s which could possibly be on the sides of the tanks and which could consequently effect our water quality.
